Academics, policy makers and advocates met at a CRS-sponsored consultation from October 23-25, 2009, in Baltimore, to create public policy recommendations — particularly for the United Nations and the United States government — aimed at improving the protection of refugees and other displaced populations.

Titled “For Whom There is No Room — A Catholic Consultation on Protection,” the meeting gathered participants from around the world who had direct experience working with, or on behalf of, displaced people.

The Consultation debated trends such as conflicts, climate-based movements and disasters, scarcity-induced displacements and flows to urban centers — all of which were increasingly impacting the protection of displaced populations. It examined what opportunities the current process of revising protection standards presented for addressing such trends.
